Overview
Plenty of organisations have monitoring. Fewer have monitoring that anyone responds to. Thresholds set at installation, alerts routed to a mailbox nobody reads, and a dashboard that has been amber for so long it no longer registers.

Monitoring runs continuously. Whether alerts are actioned outside business hours depends on your service agreement — after-hours response is an optional inclusion rather than an assumed one, and it is stated explicitly in your service schedule.
Performance counters, service states, event logs and hardware health. Scope, data retention and access are documented during onboarding and can be restricted where policy requires it.
Yes. Monitoring-only engagements are common where an internal team wants visibility and reporting without outsourcing the support function.
Not necessarily. Where you already have capable monitoring, we would rather integrate with it and fix the alerting process than replace working tooling for its own sake.
